美国才是真正操纵全球互联 的幕后黑手
来看看美国千方百计抹黑中国，都用了些什么手段。
金钱操纵个人、非政府组织和智库
They accuse China of doing literally what the US government is doing. That is, internet surveillance, silencing journalists like Julian Assange, and carrying out coordinated propaganda against its competitors and those standing in the way of its own strategic interests.
These so-called “independent” think tanks and NGOs are all one way or another funded by organs of the US government.These “independent” foils provide perfect cover for their real agenda – misleading the public into thinking that China, in every way possible, is evil.
大肆捏造不实言论诋毁中国
几个月前，美国政府豪掷3万美金，公开招募个人、非政府组织和智库，鼓励他们在中国境内宣扬“美国价值观”。西方媒体勤勤恳恳不懈发文，谣言传了一遍又一遍，制造恐惧的技能满点。
There has been countless articles by these Western media outlets, touting similar lies and manufactured similar fears; just change a name here or a place there.
这些个人、非政府组织和智库其实服务于美国的政治利益。比如鼓吹“互联 未来联盟”，这其实就是一个由白宫发起的“白人男子俱乐部”，他们联合起来反对中国在全球互联 中发挥的作用。这类文章的引用出处总是惊人相似，话术也都大同小异。
滥用中国政府采购公开招标信息
外媒还擅长把中国各级政府公示的投标文件包装成“爆炸性文件”。但是如大家所见，这些任何人都可以下载的文件为《华盛顿邮 》提供了“洞察”，给《纽约时 》提供了“罕见一瞥”，帮英国广播公司“厘清了思路”。外媒的“话术”真是很6666。
事实上，中国各级政府都有发布采购信息的 站，这是中国政务公开、打造廉洁政府的举措，意在使财政保持透明，预防腐败。

各级政府在 上公示的招投标文件这么多，西方媒体是怎么从中找到它们可以利用的文件呢？
扭曲性 道从何而来：监控公司IPVM
对这些外媒文章进行研究就可以发现，这些招标文件是它们通过与监控公司IPVM的合作发现的。
该公司创始人毕业于达特茅斯学院，在军事和关键基础设施的视频监控部署方面有着丰富的工作经验。这家大规模监控公司与英国广播公司、纽约时 、路透 、华盛顿邮 等西方主流媒体间有着千丝万缕的关系，他们之间不断互享收集到的有关新疆和其他中国实体的大量数据。
The bidding documents are discovered by using the surveillance company IPVM. It has a Dartmouth alum founder, who has intensive experience working in the military and the critical infrastructure deployment of video surveillance.This mass surveillance company has worked closely with the BBC, the New York Times, Reuters, the Washington Post, just to name a few.
外媒“双标”做派
此外，外媒对中美政府投标文件进行 道时，也采用一贯的“两面派”作风。
联邦调查局被曝寻找承包商从推特等 交媒体平台收集大量数据，但当《华尔街日 》 道这则新闻时，它着重向其读者强调，联邦调查局的数据收集是在“确保所有隐私不外泄”的情况下进行的，况且他们正面临越来越大的压力，需要利用这些数据“来应对大规模暴力和国内恐怖主义的挑战”。
同样都是政府投标文件，但是新闻 道的语气却截然相反。
美国资助众多“工具人”以打赢舆论战
各大外媒平台上，充斥着美国政府资助成立的所谓非政府组织、马甲，以及其他美国官方宣传喉舌，美国政府管这些替自己在 上卖命的人称作“有用的傻子”(useful idiots)。
有意思的是，推特上标记哪些账户是“政府资助”的规则是与美国政府资助的非政府组织协商后精心制定的。
Twitter’s rules for labeling which accounts are “state-funded media” are carefully tailored in consultation with the US government-funded NGOs so that US state-controlled outlets, such as those like their propaganda machine Voice of America and Radio Free Asia get a free pass and continue on their way with the propagandaof their masters.
这样一来，美国政府实际控制的机构，比如他们的政治宣传机器“美国之音”和“自由亚洲电台”等，就可以不被标记，继续替他们的金主爸爸们进行宣传。
