Why do Chinese cities look so modern and futuristic whereas Indian cities look rustic and dirty?

It’s because very less importance was given to developing cities and their infrastructure in India.
However in recent years it has started to focus on better city infrastructure including metro rail, as well as cleanliness.
因为印度不怎么重视城市基础设施的建设。
好在最近几年，印度城市不仅开始改善基础设施了，比如修建地铁，而且环境清洁也做得更好了。
Currently a few patches in India look like proper modern/futuristic/developed cities, although they are just areas in or outskirts of the original cities. They go by the names like Info City, Cyber City, IT Park, World City, Hi-Tech City etc, mainly because there are many corporate offices set up. They are mostly Special Economic Zones. However, those places also have shops, restaurants and even residential areas (with fingerprint entry systems), so they can be considered as a “city”. Apart from that, there are a few IT corridors as well that are easier to live than the main city itself.

Apart from this, some Tier-2 cities in India have shown a remarkable development in the last couple of years. One such example is Bhubaneswar and kudos to the state go nment for making it possible. It basically shows that the go nment and people must show the willpower and work on it without lazing off.
Chinese cities keep on improving constantly unlike Indian cities where development work is done if there’s any upcoming international event (sports etc) or the elections.

It also depends on the Indian attitude. Once any work is done they’d leave it like that for some 2–3 years instead of maintaining it regularly. Best example are the city buses and markings on roads & pavement colorings.

As a Chinese myself, I have to say: Not all Chinese cities look so modern and futuristic, and neither all Indian cities look rustic and dirty.
Everything has its weak points.
Try to learn the strong points from others, that’s the real chinese spirit. Mocking is not.
作为中国人，我要说：并非所有中国城市看起来都那么现代化和具有未来感的，也不是所有印度城市看起来都又土又脏的。
没有谁是完美的。是人都有缺点，是物都有瑕疵
你要做的是吸取别人的优点，这才是真正的中国精神。

To be honest cities in both countries look not so different, even if you take so called 1-tier cities.
老实说，两国的城市的差距没有那么大，即便拿所谓的一线城市比较也并非云泥之别。
Look how the center of Beijing looks like:
看看北京市中心
It’s either slums or rookeries, huge roads and no trees. Far from been called advanced.
也有贫民窟，宽阔的大马路，看不到树木绿化。远远称不上先进
Or for example the center of Mumbai:
再看看孟买的市中心
Also either slums or rookeries.
也有贫民窟
Both countries more or less on the same level of development. And for both of them its needed to do a lot to became developed countries.
对比发现，两国城市基本上属于同一发展水平啊

Beijing,Shanghai,Guanzhou,Shenzhen is only 4 cities of China, there are hundreds of other cities there, and those cities might not that fancy.
If you judge China by those 4 mega cities, You might be fooled.

Apart from all the fancy 1&2 tiers of cities. China also has the so called small cities in West. You can refer to the photo I attached, it’s no better than Mumbai or Bangalore.

That is because China is far far ahead than India.!
We as Indians have become so hyper sensitive to any issue that portrays India in a bad light.But the fact of the matter is that India has massive problems that we fail to acknowledge.Can you imagine about 50% Indians still dont have a toilet in their home. This is the condition of India.!
因为中国遥遥领先印度啊！
我们印度人现在太敏感了，只要谁说印度的不好，我们就受不了。
事实上，印度还存在我们没有认清的大量问题。
你能想象还有一半的印度人的家里没有厕所吗。这就是印度的现状啊
